at least three or four translated functions per day, more when time
allows it.

This all looks good, and it's nice to see you taking the next step.
Please apply for a CVS account[1] then start applying patches directly
to phpdoc-nl. However, I suggest starting slow because translations
will be moving to PO files soon but when done these should convert
over fine without loss of data. I suspect the massive PO (gettext)
conversion will be completed later this month.
