you can subscribe to any php list via sending an empty email to
listname-subscr...@lists.php.net, so for the german documentation list
that address would be doc-de-subscr...@lists.php.net
yeah, you can save after editing, as this change will be pending, and
someone else has to review and accept before that gets in the svn
tree.
if I remember correctly the documentation on php.net is updated once a
week, but we have http://docs.php.net where we build and sync the
documentation every 6 hours or so.
