I believe we would need to do minor change sin our infrastructure to support a new language, but from your point of view it would simply be to create a translated version of http://svn.php.net/repository/phpdoc/en/trunk/
I've never been part of bootstrapping a new translation so I can't really give you any tips, but if you have a group of people to help out, and you are seriously interested, I suppose I could see whats needed to add a completely new langauge.
