The steps are outlined here: https://wiki.php.net/doc/howto/gettingstarted Most (all?) methods already have XML files in SVN so it's likely a matter of filling in the many gaps and adding examples, so thankfully creating new files/markup shouldn't be a hurdle. The license* allows this as the required "Attribution" sounds great so I reckon you should proceed with your plan.
