Starting a new translation is an enormous task and requires a group of people willing to work long hours to get things started - but even more importantly it requires long term commitment as the translations need to be kept in sync with the English version. You would also need couple of guys who understand Docbook to get things running, but after the initial creations the rest of the group should be able to use https://edit.php.net . Yago did amazing job couple of years ago bootstraping the Spanish translation, maybe he has some words of wisdom for you. -Hannes
