The difference is that I see it as being generous to allow open source projects to use a commercial product at no cost.Our mirrors are providing commercial services at no cost as well; there is little difference is this regard. I am fine with not putting up a thank you as having PhpStorm available is not as significant as having a mirror, but the difference is in scale, not kind.
