I like MD and rST, but I think Markdown, in particular with the extensions
in: http://michelf.ca/projects/php-markdown/extra/, shoould suffice for
just documentation.

Semantic content, which is something people were refering to, might be
given by the file/directory structure, rather than the contents themselves.
