I do not support branching either head or the 16 branch. It is like
pulling teeth to get people to work on HEAD as it is. Making it easier
for people to avoid using/hacking on head would mean that we never get
it out.

You are free to register projects on savannah or anywhere else. Please
make it clear that it is not endorsed or supported by phpGroupWare -
stating this clearly in setup and all documentation would be appreciated
too.
