Summary: Create or port a new wiki to phpGroupWare

Background: Our current wiki is based on wikitikitavi.  There are quite a few 
hacks to make it work, which means importing from upstream is a PITA (not that 
upstream is really releasing anymore).  The current wiki lacks support for ACLs 
and other core phpGroupWare  functionality.

Considerations:  The markup engine should be located in the API to allow for it 
to be used in other apps.  It should be possible to link other items from 
within phpgw to a wiki page.  There should be an upgrade process for existing 
users.  Any port should have a clean import process for new versions from 
upstream.

Suggestions:

* Look at dokuwiki - possible port target

* Look at markdown - wiki syntax
