Details:

I'm perhaps wrong, but for me public anonymous is vieawable by evrybody and
public is viewable only based on ACL isn'it ?

Step to reproduce:
1) Set a project to public Anonymous and one to public.

2) Don't put any ACL.

3) log as a different user, you will see both projects.

desired behavior :
you should see only the public anonymous project (right ??)

Between, puting somebody as a staff member in a private project give him the
full control of all your public projects, and he still don't see the private
project. I was hoping that he could only made something into the prrivate
project.
