Follow-up Comment #4, bug #5321 (project phpgroupware):
I have had this same problem with build# 0.9.16.008-1 Debian packages from
phpgroupware.org.
on my system I edited
/usr/share/phpgroupware/phpgwapi/inc/class.preferences.inc.php
and right below:
preferences_update = False
I added the line from the original post. Now my preferences work fine.
It had lost all defaults, the settings made it into the database but the php
just would not use it. refreshing the screen kept changing my theme /
settings back and forth.
