No. It shouldnt be too hard to implement - I did implement the reverse, 
forcing a MUST attribute as a MAY attribute. If you locate the commit 
that enabled that, should be able re-invent it to do what you want.

I would accept this as a feature in PLA, so either provide a patch to 
enable it, or create a feature request and maybe somebody might do it 
for you.

This will require some work to implement, but it shouldnt be too hard...

Log bug submissions via the tracker - with enough detail that it can be 
reproduced and thus fixed :)
