Indeed, you'll have to pick another namespace (this works since 1.2.0):

<span tal:content="string:I'm PHP"/>
<div xmlns:tal="http://example.com/ns/javascript-tal";>
 <span tal:content="string:I'm javascript"/>
</div>

Currently there's no option to generate TAL-namespaced attributes without interpreting them.
