I hate to destroy the elegance of TAL :) I haven't looked into the metal macro
library much, I may be able to work something through there that would be a more
elegant solution than using php to include a chunk of TAL HTML.

My current solution isn't too bad:
<span tal:content="string:I'm PHP"/>
<!--[if JSTAL]>
  <span tal:content="string:I'm javascript"/>
<![endif]-->
