Janos, Thanks for the reply. After still having issues with retrieving attachments (I actually have an older build of the webui so the line numbers didn’t match), I decided to take a look at the error logs from Apache. Come to find out, my install is a little different than what the default config is set for the webui. I've added in the proper paths for pilerget and pileraget into config-site and all is well.
