Read over this thread but didn't really find an answer to the problem.

Obviously it's a permissions issue but without knowing exactly what
permissions/ownership directories and files are supposed to have I'm not
sure I can work this out. I'm not seeing anything in the docs or the
archives that list permissions.
Can anyone shine some light on this? I have a few other questions I'll
be sending through, this is the least of them but would like to fix it.
