I think the legal_hold table as described is the way to go. I'd say that'd cover 9/10 of our hold requests from legal and risk management. However, those requests are always phrased "...all messages sent or received by...". So, in our case, we'd be altering the metadata table to add that index. We also get requests to search all mailboxes. Something along the lines of: "provide a copy of any correspondence related to: "spongebob", "squidward", "Krusty Krab", "slip and fall"". I have not dug deep, but I'm imaging this would be an addition to pilerexport where pilerexport is made sphinx-aware and somehow able to find all matching messages but stay under the max_matches limit.
