Thanks Janos. As the user data is on another LDAP server, I went with
the idea of creating a group. This works fine and the second user can
see the list emails now. The gui shows the list address in the To field
but when you mouse over you can also see the other users email address.
I don't see any easy way to solve this and I think it is a reasonable
compromise.

the duplication check is done based on the Message-ID field. When the 2nd
copy arrives the message-id is already known, so piler discards the
message. However even if it does so it checks if all to/cc/x-original-to
addresses are present in the rcpt table.
I think the best solution could be to fix the user settings for both
users
so the gui should know that user1@yourdomain also has the address of
list-address@whateverdomain.
I'm not sure if it's a viable approach but you may even create a group
to do that.
