I agree with jtauber on theming.
for example:
/site_media/theme_a/
L/css/
L/img/
L/js/
/site_media/theme_b/
L/css/
L/img/
L/js/
It'll take a little bit of cleanup in the templates but we can do that on
template refactoring.
