I've started django-notification myself and tripped over this issue. I eagerly await the pluggable-backends branch. (An SMS and pager backend would be great.) In the meantime, I added settings switches to turn off the dependency on the notices urls and feeds. I also added a docs/installation.txt to guide me in the future.
