New issue 164 by richardbarran: Change date format in waitinglist

The waitinglist app uses a North-American date format in its error message:
"mm/dd/yy". This may cause confusion to (for example) European users who
will read it as "dd/mm/yy".
I suggest that it be switched to a non-ambiguous "dd month (spelt out)
yyyy".
A patch is attached with this change.
