I believe richard already said that he was referring to the area of the exposed image, because it is the only part that exhausts developer. The original question related to how much developer would be used in the development process. Yes. there may be 47880mm^2 of surface area (actually less, because of the sprocket holes), but only 31104mm^2 are exposed and use up the developer.
