Yes, it is already implemented in the development version. Take a look
at the user manual for 0.13.4 (currently in
http://www.pitivi.org/manual/development-version/ ), it uses the "S"
key.
In the meantime, in the 0.13.3 version, you can still activate the razor
tool by doing ctrl+R (as indicated in the menus).
