I created a patch here: https://bugzilla.gnome.org/show_bug.cgi?id=415360

The way it worked is by adding a preference to set the 'frames/sec'
when importing image files.  So, if you set it to '30 frames/sec',
then each imported image file will have a duration of 1/30th of a
second.  This worked for my use-case, but isn't quite enough for a
full stop motion animation workflow - particularly, you probably need
to combine frames into a video clip so you don't have to work with
10000 individual frames in the UI.

I don't know if the patch has been rejected, or what, and I got
involved in other projects/work/life/etc, and I didn't really follow
up with it.

I also don't know if the patch still cleanly applies.  If this
approach is ok, then I don't mind spending a little time trying the
patch out against git again and resubmitting it.  Can someone with
commit access let me know if this approach is something that just
needs some work to be accepted, or if you'd rather go in a different
direction entirely?
