Yes, podling committers have access to Incubator documentation site. Check out https://svn.apache.org/repos/asf/incubator/public/trunk/site-author/projects/pivot.xml for the 'raw' format (anakia). After modifying it, you will also need to step into https://svn.apache.org/repos/asf/incubator/public/trunk and run the build script, which will generate the html, then commit both the XML and HTML back to SVN.
