Clicking on a MenuBar.Item with no menu yields exception

Create a frame with a menu bar as follows:

    <MenuBar>
      <items>
        <MenuBar.Item buttonData="Foo" />

</Frame>

Then click on the "Foo" menu bar item, and you'll get the following exception:
