Restrict WTKXSerializer to a single script language

Fix For: 1.3.2
The name of the script language to be used (if any) will be passed as a
constructor argument. This will allow callers to specify the default script
language for the page (important for attribute-based event handlers) and will
simplify the code that instantiates script engines.
The language attribute of the <wtkx:script> tag will no longer be necessary or
supported.
