I figured it out.

The package amavisd-milter is currently not in a good state and needs some maintanance.
I patched the init script away and moved it to a systemd service script.

Now systemd is starting the milter daemon as user amavis and group postfix. So Postifx can access the milter socket. But this now results also in folders created below /var/lib/amavis/tmp to have the the permissions amavis:postfix.

Adding clamav to the group postfix fixes it and clamav can access now the directory to scan for viruses.
