Hi,
in some situations, it might be desireable to operate freshclam
without a config file. To allow this, all options settable in the
config file should be also settable from the command line, and
freshclam should gracefully handle the absence of the config file,
using sensible defaults or insisting on receiving the needed
information from the command line.

One of the upstream developers suggested you just use wget, because there is no
real gain in using freshclam in this scenario. Like so
wget http://db.local.clamav.net/main.cvd
wget http://db.local.clamav.net/daily.cvd
I believe this is an acceptable workaround and thus close this bug.
