(Otherwise the priority of volatile should always be higher than unstable, so it's mainly security that could stall, or long-running unstable builds.) For arm and hppa we don't have buildds for volatile at the moment, if I remember that correctly. Which leaves us with ppc. Seems volatile wasn't set up on the new buildds.
