A while back I worked on some Common Lisp packages which were still not
in team maintenance [1]. Please unblock url-rewrite_0.1.0-4, changes
are minimal:

* The Debian package is now maintained through Git.

+ add Homepage: field.
+ add VCS-* fields.
* debian/rules:
+ swap binary-arch and binary-indep targets, thanks to lintian.
