Because it introduces differences to some lines in the changelog in
a completely unrelated commit, which makes history harder to use.

Huh? What tool is reinjecting the output of dpkg-parsechangelog into
debian/changelog ?

Having had a look through the code, however, this appears to be simply for convenience - the existing changelog has already been opened for reading at this point and I can't see any immediate reason why we couldn't read the existing entry from the changelog instead.
