Yeah, I think I've spotted the issue, looking at the BTS's copy of your control message. There are two paths through the mail sending code - one that's executed if you have $DEBEMAIL or $EMAIL set, and one if you don't. -n currently works for the former case, but not the latter; I'll look in to fixing that.
