Hi,

dch should compare the values of debian/control with DEBEMAIL or
DEBFULLNAME and notice on its own when I'm doing a NMU (so that typing
`dch' does the same as `dch -n'). As it's a bit of a heuristic, making
this configurable might be a good idea.

This was fixed in 2.10.20 but the bug number was typoed in the
changelog; closing now.
