There seems to be some problem when dch interprets %ENV and
converts DEBFULLNAME. My name gets converted to latin1 and
will therefore not match the changelog anymore.
I solved it by adding "use encoding 'utf-8';" in the beginning of dch.
Don't know if this affects anything else, seems to work.
