I'd prefer that we were able to merge the two implementations in the
longer term, if for no other reason than because it saves us work :-) As
I mentioned, the hook support appears to be the reason that the fork
occurred, and the major feature I'm aware of that's currently only
available in debuild.

In the meantime, however, I may add the *FLAGS{,_APPEND} support to
debuild (and therefore the 10 extra variables to the set that debuild
preserves by default). Are there any other features which it would be
worth adding at the same time?
