Hello,
let's consider a package maintained by a team in a common repository;
changes are done by the team members and the interleaves with each
other, so the changelog is something like:

  [ Author A ]
  * changed here
  * changed there

  [ Author B]
  * simple change somewhere

  [ Author C]
  * just typo fix

Now, let's consider "Author A" wants to add a new item in the changeloh,
debchange recognize it's a multi-author changelog entry and it prompts
for:

  [ Author A ]
  * changed here
  * changed there

  [ Author B ]
  * simple change somewhere

  [ Author C ]
  * just typo fix

  [ Author A ]
  * <cursor prompt>

Well, I think that dch should recognize that "Author A" has already a
"part" of the changelog entry, and prompt right under it, like:

  [ Author A ]
  * changed here
  * changed there
  * <cursor prompt>

  [ Author B]
  * simple change somewhere

  [ Author C]
  * just typo fix

Extract from dch(1):

DEBCHANGE_MULTIMAINT_MERGE
      If set  to yes,  when adding  changes in  multiple-maintainer mode
      debchange  will  check whether  previous  changes  by the  current
      maintainer exist  and add  the new changes  to the  existing block
      rather than creating a new block. Default is no.
