When specifying a different location for the changelog file (i.e. not
"debian/changelog") and using "--increment" the changelog file gets
changed correctly but then the following error occurs:
dpkg-parsechangelog: error: cannot open debian/changelog to find format:
file or directory not found
debchange: fatal error at line 1021:
Problem executing dpkg-parsechangelog:
It doesn't matter whether one uses the environment variable "CHANGELOG"
or the commandline switch "-c".
