So after a bit of discussion, it seems that the right method is not to open up relaying. As sort of documented in bts(1), you shouldn't be using reportbug.debian.org:587 for messages going to places that aren't bugs.debian.org. The existance of reportbug.debian.org:587 is entirely for cases where someone is unable to properly configure /usr/lib/sendmail or doesn't know what their upstream smarthost is for reporting bugs; anything outside of that requires a real functional MTA.
