Bug#563390: debi: should use dpkg -O instead of querying for installed status

        Hi there,

 scripts/debi.pl uses a relatively complex way to check whether packages
 are installed or not when using --upgrade ($opt_upgrade), however dpkg
 supports -O since 1995.  I think it would make debi's code simpler to
 simply pass -O to dpkg when using --upgrade.
