Hi,
When using CVS and not specifiying a list of files to commit, debcommit
now only commmits files under the debian directory. I believe this is a
side-effect of the patch done for #450878 ([debcommit] does not work
when only debian/ dir under VC).
Here's a patch to correct this problem for CVS. SVN is correct. I didn't
test other VCSes.
