Hi,
Contrary to what's advertized in debuild manpage, setting
DEBUILD_DPKG_BUILDPACKAGE_OPTS does not result in these options being
passed to e.g. dpkg-genchanges:
$ echo $DEBUILD_DPKG_BUILDPACKAGE_OPTS
-sa
$ debuild
[lots of build output]
dpkg-genchanges: not including original source code in upload
[more build output]
Giving '-sa' in the command line ('debuild -sa') does work as it should.

You seem to have missed the part of the manpage where we state the
environment variables aren't considered:
Environment variable settings are ignored when these configuration
files are read.
This has to be in your (or the system's) ~/.devscripts.
