I never said that they weren't. Merely that the current guidelines set
have this requirement.

That depends on who you ask. For example, do I want to type "pkg
install sdl-library-user-runtime" or do I want to type "pkg install
libsdlur"?

Which if you read my other posts, you will see I said.

The discussion of package naming guidelines is entirely outside the
realm of IPS. It is merely a tool for packages; not a guideline
creator.
