I'm not entirely clear on what you're asking.

IPS will need sufficient permissions to modify files and directories in the
image being modified.  If the uid running IPS doesn't match the uid of
those files (and doesn't otherwise have write permission), then it will
need to have the file_dac_write privilege.  Running as superuser will
certainly be sufficient.  Note that being able to overwrite key system
objects, such as the kernel, is equivalent to having root access anyway.

Now, if you're asking why what you did didn't work, I'm not sure.  Perhaps
all you need to do is run pkg under pfexec.
