Are there plans and/or thoughts regarding how package change information 
will be managed and made available to users?

How much of this information is planned or envisioned to be managed 
within IPS package repositories?

Several examples:

1) With some Linux distros, highlights of changes are made available via 
package management tools. Before applying updated packages, a user can 
easily browse the changes for each updated package.

2) With Sun's SunSolve service, each patch includes a list of bugs 
addressed by a patch.  Here's one example:
