pkg.opensolaris.org doesn't yet have any packages which contain the legacy
action.  I believe that we haven't pushed the 79 bits mostly because there
hasn't been a good upgrade path until recently.  Bart's taken care of that,
but I guess at this point we're just waiting to get the official Preview 2
bits out.

Yes, we're going to have to populate the repo faster and more frequently in
the future, but we seem to be hung up on putting out something that
actually works, rather than intermediate, broken bits.  As our tools and
processes get more robust, our turnaround time should decrease
significantly.
