Yes, you can setup your own servers. The pkg-depot is the service you're looking for. It is available after you install the IPS package(that is built from the source or on Indiana). The support for multiple repositories is coming shortly (if not already in). I think there are plans for a IPS server from blastwave, and a belenix one in the future. There wont be as many servers as there are in the linux world, as IPS has been selected as the default, and most OS distributions will use this packaging system (There is also a conory based distro in the making).
