Dan noticed that bugs which were in the status FIXINSOURCE or FIXINBUILD
weren't being marked as no longer blocking bugs that depended on them.
I've solved that by moving all bugs in those status values to the RESOLVED
status, with one of the two new possible resolutions -- FIXINSOURCE and
FIXINBUILD.  Now bug 571 (for instance) has a lot more bugs in its "depends
on" list which are crossed out.

I've removed the two status values so that bugs can no longer be moved
there.  Instead, please move to RESOLVED/FIXINSOURCE when you commit your
change to your source repository, and to RESOLVED/FIXINBUILD when the
"build" (the Indiana release, right now) happens.  We probably shouldn't
move bugs to CLOSED until they can be verified.

All this is fairly organic, and incremental, so if anyone has any further
suggestions, let me know and I'll try to implement them.  I keep loosening
the restrictions on moving from one state to another, and am still not
terribly happy with it.  I think fixing that fully may require changes to
bugzilla itself.
