This is actually one of the reasons why I think ips stands out from
other packaging systems.

Too many packaging systems have been focused on delivering bits
instead of managing the process from a higher level.

As a result, most packaging systems don't have a clear audit trail or
well-defined set of semantics which, in my opinion, has lead to a high
degree of variance in packaging quality.
