It seems as though you're putting the cart before the horse. The performance of manifest operations may not be optimal; however, until we evaluate those problems it's premature to conclude that caching is the solution.
Have you filed a bug for the performance problems that you're seeing? It should include information about how you're accessing the manifests, what operations you're performing, and what performance results you're seeing. Provide as many details as you can.
